132 PANTAWID PAMILYA RECIPIENTS IN BICOL NOW EMPLOYED UNDER DSWD-DPWH TRABAHONG LANSANGAN PROJECT
About 132 recipients of the Pantawid Pamilyang Pilipino Program in the Bicol Region are now employed through the DSWD-DPWH “Trabahong Lansangan ng Programang Pantawid Pamilyang Pilipino”.
Per Memorandum of Understanding (MOU) signed by both agencies last June 2011, the DPWH will employ Pantawid Pamilya beneficiaries nationwide for its unskilled labor needs from year 2011 until 2016. Said workers will be deployed in various District Engineering Offices to undertake roadside maintenance activities such as cleaning of roadsides; desilting of drainage canals; and manual pothole patching.

Norman, a 16 year old boy from Barangay Maulingon, Mandaon, Masbate was desperate in life. This was after the death of her mother in August,2009 after giving birth to the youngest child. He has four younger sisters to feed, he having no permanent income. He has left no choice but to give up schooling, forget his dream to become a pilot and assumes the parental role to her four siblings. Norman would not also go with the idea of giving out his sisters inspite of the offers/suggestions from the relatives and neighbors who are willing to give custody to the younger siblings.
KALAHI CIDSS to Expand in other areas in Bicol
The Department of Social Welfare and Development- KALAHI-CIDSS will expand to 20 municipalities in Bicol this year. The new areas for 2012 are: Viga and Gigmoto in Catanduanes, Labo, San Vicente, Basud in Camarines Norte, Caramoan, Libmanan, Cabusao, Ragay, Ocampo, Bombon, Gainza, Bato, Baao and Bula in Camarines Sur. In Sorsogon, the selected municipalities are Gubat, Irosin and Prieto Diaz and Palanas and Cataingan in Masbate.

1. The Department of Social Welfare and Development, Field Office V, through the Centrally-Managed Fund for 2012 intends to apply the sum of THIRTEEN MILLION EIGHTY-SIX THOUSAND (PHP13,086,000.00) PESOS ONLY being the Approved Budget for the Contract (ABC) to payments under the contract for IAEB No. GOP/12-DSWD-01. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Department of Social Welfare and Development, Field Office V now invites bids for the Furnish of Food and Accommodation for the conduct of Roll-out on Capability Building of 4Ps Parent Leaders for Set 4 Areas in Camarines Sur and Camarines Norte. Delivery of the Goods is required per approved final schedule. Bidders should have completed, within two years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138. 4. A NEW LIFE FOR THE KABIHUGS
“Agta” is the generic term used in Bicol to refer to the 40,000 natives with dark colored skins, short stature and kinky hair. In Camarines Norte wherein these group manage to preserve their indigenous culture, call themselves “Kabihugs”. There are 19 Kabihug tribes in Camarines Norte. They are in the towns of Basud, Capalonga, Jose Panganiban, Labo, Paracale, San Lorenzo Ruiz and Sta Elena. For years just like any Kabihugs, the tribe from Barangay Guisican in Labo, Camarines Norte have drifted frorm one mountain to another, build temporary elevated shelter called “butukan”. This is made from tree branches and leaves. The other parts of their shelter are upper compartment called “tinahaw.” For their subsistence and livelihood, the Kabihugs grow root crops rice and vegetables. Rice is often hard to come by but is readily substituted with a boiled root crop called “dugma.”
