The Department of Social Welfare and Development Field Office V โ€“ Bicol Region through the City Operations Office of Legazpi City under the Pantawid Pamilyang Pilipino Program successfully conducted the Bene-bining 4Ps and Convergence Caravan at Legazpi City Convention Center on July 14, 2026.

Headed by DSWD Bicol Regional Director Norman S. Laurio, in collaboration with the City Government of Legazpi through the City Social Welfare and Development Office, the Bene-bining 4Ps aimed to empower pantawid mothers through pageantry, celebrate womanhood, and engage positive activity that reinforces the elegance, poise, and uniqueness of the 4Ps beneficiaries.

With a theme, โ€œGanda at Talentadong Legazpeรฑa โ€“ Lakas ng Kababaihan, Tanglaw ng Pamilya at Komunidad,โ€ the 11 aspiring Bene-binis of Legazpi City battled it out in different categories including production number, zumba dance, eco dress competition, and the Question-and-Answer round.

Five (5) Bene-binis moved forward to the final stage of the competition which they showcased their wit and on how they carry themselves in front of the Legazpeno pantawid families. The questions focused on how to promote the program, their life lessons, and their advocacies.

At the end of the competition, Ms. Salvacion A. Sergote from Bigaa, Legazpi City won the title of Bene-bining 4Ps 2026.

In her speech, she emphasized how she will use her platform to promote the programโ€™s goals and mission to her fellow beneficiaries:

Her court includes Ms. Rhodelia A. Roque as 1st Runner up; Lybette Maiomi A. Bartolay, 2nd Runner up; Rhea A. Oliquino, 3rd Runner up; and Maria Jobelle N. Bitancur, 4th Runner up.

Meanwhile, through the active support of DSWD Secretary Rex Gatchalian, a simultaneous Convergence Caravan was also in place to cater 2,180 pantawid beneficiaries with various opportunities and interventions to strengthen their way of life towards self-sufficiency.

PESO Legazpi City offered 284 Job Vacancies from 7 partner employers, while the City Agriculture Office distributed free seeds and fertilizers. Present in the caravan is the City Health Office with free medical, dental, and mental health checkup, Community Initiatives for Better Impact (CIBI) provided 1000 hygiene kits, 50 slots for registration of National ID from the Philippine Statistics Authority.

Palawan Pawnshop also participated in the caravan where they introduced insurance services to the beneficiaries. The Massage Therapists of Albay Association Inc also extended tranquility through wellness services, while the Technical Education and Skills Development Authority (TESDA) granted 216 Scholarship to identified 4Ps beneficiaries.

These interventions of the agency take part in empowering the pantawid beneficiaries through a whole-of-government approach and by providing opportunities in ensuring that every pantawid family in Legazpi City is given the same opportunity to succeed in life in line with the directive of President Ferdinand R. Marcos Jr.
