The most profound and critical years of brain development happens between the prenatal to first four to eight years of human life, thus the need for close attention and early childhood care and development for children of this age.

Early Childhood Care and Development (ECCD) is a very important responsibility not only of the government but also of parents, community leaders and service providers who are primarily responsible for the well-being and full development of the young.

It is along this premise that the Provincial Social Welfare Office of Masbate conducted a Roll-out Training on the National Early Learning Framework of the Philippines .According to Ms. Amy Danao, the Provincial Social Welfare and Development Officer, the training was based on the provision of Section 2 of RA 10410 or the Early Years Act of 2013 which promotes the rights of children to survival, development and special protection with full recognition of the nature of childhood as well as to provide developmentally appropriate practices to develop their needs.

As shared by Ms. Danao, the training aims to:

1. Upgrade and update the capabilities of service providers and their supervisors to comply with quality standards for various ECCD programs, and
2. Improve the quality standards of public and private ECCD programs through but limited to a registration and credential system for ECCD providers and facilities.
