
The Department of Social Welfare and Development Field Office V – Bicol Region, through the Pantawid Pamilyang Pilipino Program (4Ps) Regional Program Management Office, held an inter-agency coordination meeting with the Philippine Statistics Authority (PSA) Region V on January 30, 2026 to align strategies and accelerate the Philippine Identification System (PhilSys) registration of Pantawid beneficiaries amid increasing public inquiries on the required registration.
The meeting was attended by RPMO and provincial offices/heads through the instructions of RD Norman Laurio alongside PSA officials, headed by Regional Director Cynthia Perdiz. Discussions covered the 4Ps PhilSys registration target, status update, available registration kits for on-site and off-site services, and operational issues and challenges.
“Ang layunin po niyan ay para magkaroon ng data bank o records ang ating mga kababayan. Isa po ito sa mga plano ng ating Pangulong Ferdinand R. Marcos Jr. na ma-digitilize ang pagtago ng records nitong ating mga kababayan.” said RD Norman S. Laurio
Out of the 580,583 targeted 4Ps beneficiaries in the region, 278,348 or 47.70% are already registered as of January 29, 2026. PSA has currently 47 registration kits deployed in Bicol, consisting of 17 fixed registration centers and 31 mobile registration teams. The PhilSys registration deadline has been extended until April 30, 2026 or an additional 90 days.
To assist beneficiaries, DSWD Bicol will set up grievance help desks at selected Fixed Registration Center premises in Albay, Catanduanes, Masbate, and Sorsogon to address concerns and capture the PhilSys number of those already registered.
DSWD Bicol also committed to validate and organize ready registrants, map barangays nearest to registration sites, cluster beneficiaries for off-site activities, assign site focal persons, and submit barangay and purok-level beneficiary lists to PSA.
PSA on the other hand also had a fair share of commitment and requested an additional three to six registration teams for Camarines Sur, Albay, Sorsogon, and Catanduanes, prioritize off-site and community-based registration, use barangay-level beneficiary lists for targeted scheduling, and pursue the Memorandum of Agreement with DepEd Region V to allow PhilSys registration inside schools once student-beneficiary lists are provided by DSWD Bicol.
“Wala pong dapat ipag-alala ang ating mga 4ps beneficiaries na hindi pa po nakakakuha. Huwag po tayo basta-basta maniwala sa mga hindi totoong impormasyon. Ang purpose ng pagrehistro sa PhilSys ID ay para ma-enhance ang data information.” according to RD Laurio.
Both agencies agreed to bring registration services closer to beneficiaries, maximize barangay-level off-site operations, and intensify targeted scheduling to cover more households within the extended period, ensuring orderly and coordinated PhilSys registration of all eligible 4Ps beneficiaries in the region.
