
The Department of Social Welfare and Development (DSWD) Field Office V- Bicol Region has officially launched the Orientation and Planning Activity on the Family Development Session (FDS): Talaan ng Pagbabago at Pag-unlad (TPP), a new beneficiary-level assessment and monitoring tool designed to strengthen program implementation and promote sustainable change among Pantawid Pamilyang Pilipino Program (4Ps) households.
The TPP serves as a needs assessment and progress monitoring tool that captures the behavioral changes of beneficiaries as a result of their participation in the Family Development Sessions (FDS). It aims to complement existing evaluation instruments such as the Social Welfare and Development Indicators (SWDI) and the Family Risk and Vulnerability Assessment (FRVA) tool.
This year, DSWD Bicol, under the leadership of Regional Director Norman S. Laurio, will pilot test the TPP among Set 12 household beneficiaries and has produced 10,000 copies of the tool in a cost-efficient and practical way.
The tool will also guide the reorganization of 4Ps parent groups, the development of needs-based FDS topics, and the provision of targeted interventions to help families achieve improved well-being. Moreover, it will enhance the culture of accountability by enabling both program workers and beneficiaries to monitor and confirm progress on positive behavioral changes.
To ensure coordinated action and shared accountability, results from the TPP pilot implementation will be presented to partner stakeholders and Local Government Units (LGUs) during Regional, City, and Municipal Advisory Council meetings. These discussions will serve as a platform for collaboration and strategy formulation in addressing identified gaps and strengthening local support mechanisms for 4Ps families.
The Talaan ng Pagbabago at Pag-unlad reflects the agency’s commitment to developing 4Ps beneficiaries to become self-reliant and improve their quality of life, anchored on the 10-point agenda of President Ferdinand R. Marcos Jr.
