The Department of Social Welfare and Development (DSWD) Field Office V – Bicol Region has named the 2025 regional winners of the Huwaran Pantawid Pamilya, Exemplary Children, and Ten Outstanding 4Ps Youth during the “Pag-ani 2025: Harvesting the Transformative Stories of 4Ps Model Families, Exemplary Children, and Outstanding Youth,” an awarding ceremony held on September 11, 2025, at the Bicol University College of Engineering Gymnasium in Legazpi City, Albay.
The event honored families and youth beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) who embody resilience, dedication, and the transformative impact of government social protection.
The Labanairi Family from Barangay San Jose, San Vicente, Camarines Norte, bagged the 2025 Regional Huwarang Pantawid Pamilya title.
The Dignos Family of Barangay Maglambong, Monreal, Masbate, was declared first runner-up. At the same time, the Nava Family of Barangay Mabolo, Naga City, and the Parco Family of Tigaon, Camarines Sur, were named second and third runners-up, respectively.
In the Exemplary Children category, Clarenz Jhared A. Franche of Barangay Oguis, Bato, Catanduanes, emerged as the winner for his story of resilience and academic excellence that serves as an inspiration to his peers. The first runner-up was Valeen Ashley O. Cestina of Barangay Malipo, Guinobatan, Albay, who also garnered special awards for Best in Production Number and Best in Talent. The second runner-up was Mary France A. Boral of Barangay Maycatmon, Milaor, Camarines Sur, who also clinched the Most Photogenic award.
Meanwhile, the Ten Outstanding 4Ps Youth were also recognized for their academic excellence, leadership potential, and meaningful participation in their communities. This year’s awardees include Nica Mae B. Lerio of Tiwi, Albay; Jen Ira E. Andaya of Paracale, Camarines Norte; Krista Shane S. Encinas of Milaor, Camarines Sur; Ma. Nechile E. Dayupay and Jaira C. Madrigal, both from Nabua, Camarines Sur; Faith Sophia M. Milano of San Miguel, Catanduanes; Rey Vincent Ernacio of Barcelona, Sorsogon; Marivhel M. Cha and Marinhel M. Cha of Donsol, Sorsogon; and Jazmine Faith Layva of Pilar, Sorsogon. 
Aside from the plaque and cash prizes from DSWD Bicol, all the awardees from the three categories received monetary awards and gifts from partner stakeholders, namely, Global Peace Foundation, South East Asia Institute of Trade and Technology Inc., EDUCO Philippines, Yakult Philippines, Children’s International Bicol, Ako Bicol Partylist, and Imelda S. Volante of Romeldz – Dorothy Marketing.
DSWD Bicol Regional Director Norman S. Laurio commended the awardees for their perseverance and commitment to excellence, noting that their achievements demonstrate the true impact of the 4Ps program in building stronger families and communities. “Hindi lamang sila benepisyaryo ng program. Gagampanan nila ang mahalagang papel bilang tagapagdala ng kwento ng pagbabago, tagapagtanggol ng adbokasiya sa kalusugan, edukasyon, at gender and development, at mga huwaran sa kanilang komunidad,” RD Laurio said in his opening message.
The recognition of model families, exemplary children, and outstanding youth aligns with the priorities of DSWD Secretary Rex Gatchalian and supports President Ferdinand R. Marcos Jr.’s Ten-Point Agenda, particularly on strengthening human capital, promoting inclusive social services, and empowering the Filipino youth.
The Pag-ani 2025 celebration once again highlighted the importance of education, resilience, and social protection in uplifting lives across the Bicol Region.
