Legazpi City — With Tropical Cyclone Opong enhancing the Southwest Monsoon and expected to bring heavy rains to the Bicol Region starting September 25, the Department of Social Welfare and Development (DSWD) Field Office V – Bicol Region remains fully alert and proactive to safeguard communities within its area of responsibility.

President Ferdinand Marcos Jr., deeply concerned about the safety and welfare of Filipinos affected by the weather disturbances, has issued direct orders to the DSWD to ensure that everyone is safe and cared for during this period. His administration prioritizes disaster preparedness and response to protect vulnerable communities.

Under the leadership of Regional Director Norman S. Laurio, DSWD Bicol has taken decisive steps ahead of the weather system’s arrival, ensuring that relief supplies, personnel, and resources are ready for immediate deployment.

Preparedness at Full Throttle

“Safety and readiness are our top priorities,” says RD Laurio. “We are closely coordinating with Local Government Units and disaster response teams to protect our vulnerable communities, especially those in flood-prone and mountainous areas.”

DSWD FO V has prepositioned nearly 200,000 family food packs and tens of thousands of non-food items in 28 warehouses throughout the region. Specialized assets like mobile kitchens and command centers stand ready to respond wherever the need arises.

The agency is also actively supporting local evacuation centers and continuously monitoring conditions to swiftly address any displacement or emergencies.

Collaboration and Community Focus Preparation is a team effort.

DSWD Bicol is working hand-in-hand with Provincial and Municipal Disaster Risk Reduction and Management Offices (P/MDRRMO), social workers, and community leaders. Recently, the Angels in Red Vests participated in Pre-Disaster Risk Assessment meetings, sharing updates and refining response plans.

Meanwhile, partner farmers under Project LAWA at BINHI have taken proactive measures to protect their crops and livelihoods, ensuring community resilience beyond immediate relief.

Weather Outlook and Warnings

From noon tomorrow until Friday noon, Sorsogon is forecasted to experience intense rainfall exceeding 200 mm, with other provinces like Camarines Norte, Camarines Sur, Catanduanes, Albay, and Masbate expecting heavy rains between 100 to 200 mm. These conditions increase the risk of flooding, landslides, and rough seas.

Residents in vulnerable areas are strongly urged to prepare and stay informed through official updates.

Commitment to Action

DSWD Field Office V is highly committed to quick, effective, and compassionate response operations following the directives of Secretary Rex Gatchalian. The Disaster Response Management Division is on standby 24/7, ready to deliver relief goods, assist evacuation centers, and provide support services to those affected.

As of now, there are no reported evacuations or displacements, but the situation remains closely monitored.
