The Department of Social Welfare and Development (DSWD), through the Kapit-Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS), in collaboration with the World Bank and Municipal Local Government Unit (MLGU) of Presentacion, hosted the two-day Municipal Resilience Planning on October 21-22, 2025 at Ugao Lakeside Resort, Presentacion, Camarines Sur.

The activity was part of the pilot testing of the social mobilization manual for DSWD’s Philippine Community Resilience Project (PCRP), which aimed to consolidate the results of the Participatory Risk and Vulnerability Assessment (PRVA), prioritize the identified risks, and craft the Municipal Resilience Plan.

Regional Director Norman S. Laurio expressed his gratitude to the MLGU Presentacion for their unwavering support in the implementation of the pilot testing of PCRP.

“The DSWD KALAHI-CIDSS is grateful for the whole municipality of Presentacion for the active participation of the communities during the pilot test, specifically during the barangay assemblies and PRVA,” he noted.

He added that through the collaborative efforts, it not only helps in finalizing the Community Resilience Implementation Process (CRIP) but also serves as an indication that community members are ready to strengthen the resiliency of their barangays.

Attended by the barangay officials, community volunteers, members of the Municipal Resilience Team, KALAHI-CIDSS Area Coordinating Team (ACT), Regional and National Program Management Office, and the World Bank, the participants underwent a series of inclusive and participatory sessions, such as risk mapping, criteria-setting for the prioritization of risks, and drafting of a multi-year resilience plan.

The pilot test started on August 18, 2025 with the conduct of the Municipal Resilience Team Orientation. The PCRP is expected to be implemented by 2026, aiming to strengthen the capacity of communities in participatory resilience planning and increase access to resilience in vulnerable areas.
