MOBO, MASBATE – In the quiet, rural fields of Masbate, life is measured by the harvest seasons. For the Rapera family, farming was not just a livelihood; it was an honest, simple life built on hard work and shared dreams. But in mid-2026, a sudden, unimaginable storm shook their world, turning a mistakenly ordinary ailment into a battle for survival and grief.

Through every step of this heartbreaking journey, the Department of Social Welfare and Development (DSWD) Field Office V-Bicol Region stood by them—not just as a government agency, but as a constant anchor of compassion and hope.

𝗔 𝗦𝘂𝗱𝗱𝗲𝗻 𝗦𝘁𝗼𝗿𝗺: 𝗙𝗿𝗼𝗺 𝗮 𝗧𝗼𝗼𝘁𝗵𝗮𝗰𝗵𝗲 𝘁𝗼 𝗮 𝗙𝗶𝗴𝗵𝘁 𝗳𝗼𝗿 𝗟𝗶𝗳𝗲

It began small. Jacob G. Rapera, a 14-year beloved son, complained of a routine toothache. The family thought it was a simple problem.

No one could have foreseen how this common discomfort would quickly escalate, after the infection spread aggressively, moving to the area surrounding his eye and eventually reaching his brain, resulting in a severe brain abscess.

Jacob was diagnosed with Periorbital Cellulitis secondary to tooth decay. Within days, the vibrant teen was thrust into a comatose state—hanging by a thread.

His parents, Jona and Dino Rapera, watched helplessly as their son’s condition worsened, which according to the attending physician needed immediate and highly specialized surgery to prevent further fatal complications. But for a family reliant on farming, the mounting costs of intensive care, medications, and specialized neurosurgery felt like an insurmountable mountain.

𝗔𝗻 𝗔𝗻𝘀𝘄𝗲𝗿𝗲𝗱 𝗖𝗿𝘆 𝗳𝗼𝗿 𝗛𝗲𝗹𝗽

Hearing the family’s desperate plea, DSWD Secretary Rex Gatchalian swiftly directed DSWD Bicol Regional Director Norman S. Laurio to provide immediate emergency response in line with the department’s commitment to families in deep crisis.

Under the Assistance to Individuals in Crisis Situation (AICS) Program, the Field Office mobilized its resources to give Jacob the fighting chance he deserved.

From the island province of Masbate, the Department coordinated his immediate transfer to the Bicol Regional Hospital and Medical Center (BRHMC) in Legazpi City, Albay, for specialized medical care.

To alleviate the staggering financial weight, the DSWD Bicol dropped a lifeline to the family through swift financial interventions, including a Medical Assistance for the hospital bill amounting to Php150,000 through a Guarantee Letter (GL) and Php5,000 transportation assistance.

𝗪𝗵𝗲𝗻 𝗛𝗼𝗽𝗲 𝗧𝘂𝗿𝗻𝘀 𝘁𝗼 𝗚𝗿𝗶𝗲𝗳: 𝗔𝗻 𝗨𝗻𝘄𝗮𝘃𝗲𝗿𝗶𝗻𝗴 𝗣𝗿𝗲𝘀𝗲𝗻𝗰𝗲

Despite the valiant efforts of the medical team, the cry of prayers of his parents, and the overwhelming support surrounding him, Jacob’s body could no longer fight. He peacefully passed away, leaving a profound void in the hearts of those who loved him.

When life ends, the world often moves on—but the DSWD did not walk away.

The Angels in Red Vests of the Crisis Intervention Section (CIS), traveled to pay their deepest respects at Jacob’s wake.

During the visit RD Laurio emphasized that the Department was not just providing financial support but also offering psychological first aid to the grieving family members.

“The DSWD, and the Field Office V does not just provide financial assistance; but we are here to also condole and grieve with the Rapera family, and to every Filipino family in their most difficult moments,” he said.

Knowing that grief can be a heavy, crushing weight, the team provided vital psychosocial support to Jona and Dino, helping them process the initial shock and possible trauma of losing their son. To help with the sudden expenses that follow a loss, the team extended additional Php 5,000 in Cash Relief Assistance.

Furthermore, on July 8. 2026, the AICS Program also extended Php35,000 funeral assistance through Guarantee Letter to ensure the family could lay him to rest with dignity.

Jacob’s story is a heartbreaking reminder of how fragile life can be, but it is also a testament to the power of collective empathy. While the DSWD could not change the ultimate outcome, their presence ensured that the Rapera family never had to face the dark valley of grief alone or empty-handed.

Beyond the numbers and the financial grants, the agency’s true mission was fulfilled in the quiet comfort given to a grieving mother and father—proving that even in the face of death, compassion remains an unbreakable bond.##
