
Long before she held a teacher’s chalk, Legin held on to a dream.
Legin Tepait Sipalay carried a long-delayed dream for nearly three decades. Now at 52, she is finally a Teacher I in her own community, an achievement earned through years of persistence and hard work.
Teacher Legin’s life began in one of the geographically isolated and disadvantaged communities in Palanas, Masbate. When she became a mother and later a beneficiary of the Pantawid Pamilyang Pilipino Program (4Ps) in 2009, her days revolved around caring for her five children while juggling different side jobs.
From weaving nito baskets and bags through the Sustainable Livelihood Program (SLP) to helping her husband make charcoal, farm, and sell vegetables in the tiangge, every effort was driven by one purpose: to give her family a better life. Her husband, a construction worker and habal-habal driver, worked tirelessly alongside her. Together, they built their family’s future one small income at a time.
Within the 4Ps community, Legin emerged as a dependable and compassionate figure. From 2022 to 2024, she served as a Parent Leader for 30 beneficiaries.
She guided her members through program responsibilities, assisted Municipal Links, and served as the bridge between beneficiaries and implementers. Her leadership was quiet but constant, rooted in genuine care and strengthened by her husband’s unwavering support. He often accompanied her to meetings, his presence a steady reminder that she was never alone in her journey.
Even while carrying the weight of family responsibilities, Legin’s dream of becoming a teacher never faded. She had earned her Bachelor of Elementary Education degree in 1996 from Masbate Colleges, but life’s demands kept her from pursuing licensure.
Twenty-eight years later, Legin dared to dream again. With determination and through the support and encouragement she gained as a 4Ps beneficiary, she reviewed for the Licensure Examination for Teachers (LET). On December 17, 2022, she passed.
It was a moment that rekindled hope not just in her heart, but in the hearts of everyone who knew her.
After passing the LET, Legin faced the next challenge, the rigorous DepEd ranking process. Despite concerns about her age and competition with younger applicants, she held onto hope.
Armed with a 4Ps endorsement letter and her steadfast faith, Legin pushed forward. Months of waiting, interviews, and evaluations tested her patience, but never her resolve.
Her perseverance paid off. On September 11, 2024, she was appointed as a permanent Teacher I.
And as if destiny itself wanted to honor her journey, she was assigned to her own barangay in Sitio Catoogan, where she could teach the very children whose paths she once walked.
When asked why she persisted despite the long years and hardships, Legin responded with quiet strength, “I never lost hope. Life may be hard, but there is always hope.”
To her fellow 4Ps beneficiaries, she shares a message born from experience: “Never give up on your dreams.”
She acknowledges the vital role that the program played in her journey:
“Ang 4Ps ang isa sa mga dahilan kung bakit ako nakapag-review para sa LET Exam, at sa awa ng Panginoon, ako po ay nakapasa. Isa ito sa mga mahalagang sangkap ng pag-angat ng pamumuhay ng aming pamilya.”
Teacher Legin’s transformation, from housewife to community leader to licensed professional educator, is a powerful reminder that dreams do not expire. Her story illuminates what resilience, faith, and opportunity can achieve, even after decades of waiting.
Her life echoes the message she always believed in: “There is always hope, as long as we keep moving forward.”
