Legazpi City— The first-ever DSWD mural contest focused on the theme: Boses, Kilos, Unlad which will embody the concept of the community-driven development (CDD) used as the overall strategy of Kalahi-CIDSS project.

The contest and live painting went from August 13 to 15 in Camp General Simeon Ola’s perimeter fence with participants from different local government units (LGUs). Each LGU is represented by two (2) bona fide resident-mural artists and one (1) community volunteer.

Murals from the municipalities of Baao, Basud, Bombon, Bula, Caramoan, Cataingan, Gigmoto, Gubat, Irosin, Labo, Libmanan, Ocampo, Prieto Diaz, San Vicente and Viga will be featured. These LGUs are currently implementing Kalahi-CIDSS.

Judging criteria includes impact of message, originality and artistic arrangement. Irosin, Sorsogon; Gubat, Sorsogon and Libmanan, Camarines Sur were announced as the grand winner, first placer and second placer, respectively.

Moreover, the municipality of Sto. Domingo was awarded as the grand winner for the Kalahi-CIDSS non-regular category.

60 Volunteer-staff of DSWD Field Office V assisted in the preparatory work and surface cleaning of Camp Simeon Ola’s perimeter fence last August 9, 2013 (Eidul-Fitar, a regular holiday).

DSWD has partnered with PNP for the use of their perimeter fence and has also tapped Davies Philippines with the provision of 318 litres of paint (in various colors) amounting to Php38,155.00.

What is CDD?
CDD is a bottom-top approach wherein community residents consensually decide on what type of poverty-reduction projects they want prioritized for funding based on the collective analysis of their needs. Community proposals can vary from public goods/access projects, enterprise or livelihood projects or human development projects. It is used and proven effective by Kalahi-CIDSS which has been implemented in Bicol from 2003 to present in over 50 municipalities regionwide.
