The Department of Social Welfare and Development (DSWD) Field Office 5 and the Philippine National Police, Police Regional Office 5 (PNP PRO5), have signed a Memorandum of Agreement (MOA) aimed at enhancing security measures during the distribution of social assistance.
On October 7, 2024, DSWD FO5, led by Regional Director Norman S. Laurio, and PRO5, represented by Regional Director PBGen Andre P. Dizon, signed the MOA at the PRO5 Marilag Lounge, Camp Simoen B. Ola, Legazpi City, Albay.
Also present at the event were DSWD Bicol Protective Services Division Chief Victoria C. Tagum, Atty. Jeric De Leoz (Attorney III), Regional Information Officer Marygizelle B. Mesa, Crisis Intervention Section Head Donna M. Osial, and CIS Partnership and Innovation Focal Lourdes Angelica Arevalo.
The MOA outlines the roles and responsibilities of both agencies in coordinating security efforts to mitigate potential threats during critical events, particularly during the Offsite Implementation of Assistance to Individuals in Crisis Situations (AICS) and the Ayuda sa Kapos ang Kita Program (AKAP).
During the event, RD Norman emphasized the vital role of police personnel during social assistance payouts. “The partnership will involve strategic planning and the deployment of police personnel at payout locations, along with the establishment of incident management protocols. By leveraging the expertise of the PNP, DSWD aims to create a secure environment where beneficiaries can confidently access their assistance,” RD Norman stated.
He also urged all stakeholders to actively support this collaboration, as it represents a significant step toward enhancing the delivery of social services and ensuring that every beneficiary receives the support they need in a safe and orderly manner.
