Republic Act 9344 as amended by RA 10630 provides for the creation of a Regional Juvenile Justice and Welfare Committee (RJJWC).
The JJWC is a policy-making, coordinating and monitoring body tasked with the implementation of the Juvenile Justice and Welfare Act, as amended through its members and coordinating agencies. It also tasked through its duly designated persons to conduct regular inspection in the detention facilities within the region and also to undertake spot inspection on their own initiative. This is to check the compliance and to look into the situations and needs of the children in conflict with the law (CICL) who are detained.
Recently, the members of the JJWC conducted a jail visit in the province of Camarines Norte. Visited were the District Jail of Daet and Labo and the Provinicial Jail of Camarines Sur. As reported, there are minors who are detained; two in Labo, one in Daet and five in the Provincial. The crimes committed are rape, robbery with homicide, and act if lasciviousness.
As reported by Jail Inspector Noel Pardo, BJMP Provincial Administrator of Camarines Norte, there are 13 children in conflict with the law who are in detention cue in the whole Bicol region. This report which covers the first quarter of 2016 has the following data: Albay-7, Masbate-1, Sorsogon-1, Gubat-1, and Camarines Norte-7.
Chief inspector Pardo also shared that these minors are given priority in terms of welfare and development activities particularly the Alternative Learning System (ALS). They are also granted Good Conduct Time allowance (GCTA), meaning that if they exhibit good behavior/conduct and does not commit any violation, there are certain points given and accumulated points will be deducted from their number of sentence. They will likewise be given the privilege for Time Allowance for Study, Teaching and monitoring (TASTM).###eejrerusalem
