Legazpi City- The Department of Social Welfare and Development (DSWD) Field Office V handed over to Fundacion Educacion Y Cooperacion (EDUCO), a global non-government organization (NGO) based in Bicol, the list of poor households in Bicol last March 8, 2019, at EDUCO office.
EDUCO will be the first NGO to utilize the DSWD’s Listahanan 2 data results in the implementation of their programs and services for children. Listahanan 2 was the result of second household assessment conducted in 2015.
Mr. Sandi Belaguin, Information Technology Head and designated Data Protection Officer of EDUCO said that the data will be very useful to them.
“The data will serve as our baseline in coming up with a country plan and improving our programming for the children sector and their families especially during and after emergency initiatives”, Belaguin said.
Executive Order (EO) 867, series of 2010 mandates all national government agencies (NGAs) to use the Listahanan as a basis in identifying the beneficiaries of social protection programs.
Social protection constitutes policies and programs that seek to reduce poverty and enhance the social status of the marginalized by promoting and protecting livelihood and employment, protecting against hazards and sudden loss of income, and improving people’s capacity to manage risks.
The EO excludes the private organizations and LGUs that is why DSWD urges the non-government organizations (NGOs) and the local government units (LGUs) to use the Listahanan data in the delivery of social protection programs and services.
“Our data is free, everyone can access the Listahanan as long as it aims is to assist and help the poor.”, said DSWD Regional Director Arnel Garcia.
DSWD Data Sharing protocol
The data sharing protocol of DSWD is compliant to the provisions of Republic Act (RA) no. 10173 or the Data Privacy Act of 2012, a law to protect the fundamental human rights to privacy while ensuring a free flow of information to promote innovation and growth.
For the complete list of poor households, Garcia said that the following documentary requirements must be complied:
- Request letter indicating the specific data request
- Signed Memorandum of Agreement (MOA)
- Sangguniang Bayan/Panlalawigan Resolution (for P/LGUs)
- Executive Order designating a Data Protection Officer as well as its physical and technical capability in custody of the database.
- SEC registration (NGOs)
Meanwhile, for statistical data, only request letter shall be needed.
These documents must be submitted to the DSWD Field Office V, Buraguis, Legazpi City.
Garcia also clarified that data to be shared shall be used for purposes of social protection activities.
As part of the agreement, data users shall submit to the DSWD reports on how the data were utilized including if these were shared with other data users.
Listahanan is an information management system that aims to establish a database of poor households that serve as a basis in prioritizing the poor as beneficiaries of social protection programs.
To date, there are two (2) NGAs, three (3) LGUs, and one (1) academe that accessed and utilized DSWD’s Listahanan 2 data.
