The Department of Social Welfare and Development Field Office V is committed
to maintain if not surpass its outstanding record of fast and efficient delivery of the
cash aid to Bicolanos during the first tranche of the Social Amelioration Program
(SAP).

DSWD started its distribution of the 2nd tranche of the emergency cash subsidy to
its Pantawid beneficiaries with cash cards last June 10, 2020. Around 72,333
households or 100% of the total target were served amounting to
P264,015,450.00.

For the non cash card holders of Pantawid, the distribution thru onsite payment by
the Pantawid staff was conducted last July 03, 2020 with a total of 4,267 target
beneficiaries served amounting to P15,574,550.00.

On the other hand, 105 LGUs submitted a list of its waitlisted/additional families
(additional 5M qualified/eligible familes nationwide not covered by the 18M families
paid during the 1st tranche) equivalent to 102,079 beneficiaries amounting to
Php692,710,000 with the following breakdown: 36,463 families in Albay
amounting to Php364,630,000; 5,926 in Camarines Norte amounting to
Php29,630,000; 44,210 in Camarines Sur amounting to Php221,050,000; 3,623 in
Catanduanes amounting to Php18,115,000; 9,962 in Masbate amounting to
Php49,810,000.00; and 1,895 in Sorsogon amounting to Php9,475,000.

Of these, 32,815 waitlisted beneficiaries were paid through direct payout by the
Special Disbursing Officers (SDOs) of the Department with the assistance of the
Philippine National Police (PNP), the Armed Forces of the Philippines (AFP) , and
the Local Government Units (LGUs) amounting to Php164,075,000.

The first round of payroll paid was based on the list submitted by LGU as of June
11, 2020 cutoff. The list underwent regional and inter-regional deduplication to
come up with a clean list to ensure that there is no duplication of SAP received per
eligible family. The initial number of beneficiaries to be served after the first set of
deduplication is 74,962. Deduplication for the second batch of cleanlist is still
ongoing.

For the second tranche distribution in Albay Province, it has a total target of
168,760 beneficiaries based on the actual number of paid beneficiaries for the first
tranche. Albay is the only province to receive SAP for two months because it was
the only province in the Bicol Region included in the Enhanced Community
Quarantine (ECQ) areas cited per memorandum of the Executive Secretary dated
May 02, 2020.

After the deduplication process, an initial number of 120,122 beneficiaries
represented the first batch of cleanlist for payroll. As of August 10, 2020 a total of
118,918 beneficiaries are served by the financial service providers (Rural Bank of
Guinobatan and Legazpi Savings Bank) amounting to Php594,590,000.
The FO 5 Agency Operation Center’s (AOC) Grievances team is continuously
addressing the issues and concerns raised in the five (5) different platforms – Text
hotline, Social Media, Emails, Calls and walk in clients.

Appeals for reinclusion are still being accommodated thru the following: (1) SAP
Grievance Hotlines, (2) DSWD Grievance Desks during onsite payouts, (3)
Barangay Officials.

As to the appeals made at the Barangay level, the Barangay Captain will issue
certifications to support the justification/s, and/or to request the needed
certification/s to the concerned agency/ies such as SSS, to support the claim of
the delisted beneficiary and request for re-enlistment.
