The Department of Social Welfare and Development (DSWD) recognized the Local Government Unit of Pandan, Catanduanes as Gawad Panglilingkod sa Sambayanan (GAPAS) Awardee for Model LGU Implementing KALAHI-CIDSS during the 2021 Pagkilala sa Natatanging Kontribusyon sa Bayan or PaNata Ko sa Bayan Awards held last 28 February 2022 at DSWD Central Office, Quezon City.

Pandan, Catanduanes was selected for its on-track implementation of the Department’s program, exercise of effective leadership, effective use and utilization of project resources, provision of timely and consistent technical support to communities, and promotion of transparency and accountability.

Mayor Honesto Tabligan II is grateful for this recognition.

“This award amplifies our voices and concerns to the marginalized and underprivileged individuals or sectors of our community,” he said.

Mayor Tabligan cited that the municipality is also supporting the mission and vision of KALAHI-CIDSS geared towards uplifting the lives of Pandananons and fellow Filipinos as well.

“We are indeed inspired to deliver the best service and commitment that our constituents deserve,” he added.

DSWD Field Office V Regional Director Leo Quintilla said that aside from the excellent performance on program implementation, the municipality also showed the significance of forming partnerships in the fulfillment of sustainable local development.

“LGU Pandan is Bicol’s pride for achieving the principles of Community-Driven Development,” he added.

The PaNata Ko sa Bayan Awards is an annual recognition being given to individuals, groups and organizations who provided resources and time in support of the programs and services of DSWD towards a better opportunity for disadvantaged sectors and for inclusive growth.

The awarding ceremony is part of the celebration of the 71st DSWD Founding Anniversary with the theme, “DSWD@71: Napapanahon na Pagtugon sa Suliranin ng Taong 2022 Kabalikat ng Katatagan ng Bawa’t Pilipino”.

ABOUT THE PROGRAM

DSWD KALAHI-CIDSS is a poverty alleviation program that helps communities in poor municipalities to identify challenges on poverty and implement developmental projects using the CDD approach.

To hasten approval of community projects and implementation during the pandemic, the program uses Disaster Response Operations Modality (DROM), a simplified Community Empowerment Activity Cycle
(CEAC) that still follows the principles of CDD.

From 2014 until 2021, DSWD KALAHI-CIDSS allocated a grant of PhP 64,724,615.10 to LGU Pandan, Catanduanes. The municipality also bagged eight (8) awards during the KALAHI-CIDSS’ 7th Regional Bayani Ka! Awards last 01 December 2021.
