In a historic move, the Local Government Unit (LGU) of Milagros, Masbate, has earmarked a total of Php300,000 as a monthly stipend for transportation and communication allowances for 144 Pantawid Pamilyang Pilipino Program (4Ps) Parent Leaders. This groundbreaking initiative, totaling Php530,244.00 annually, marks the first of its kind in the entire Bicol Region. 

The 4Ps program, a cornerstone of the Philippine government’s efforts to alleviate poverty, relies heavily on the commitment and dedication of parent leaders to ensure its successful implementation at the community level. 

Acknowledging the indispensable role these leaders play and the challenges they face, LGU Milagros has set a precedent by providing substantial financial support. The legal basis of this initiative is grounded in the 1987 Philippine Constitution Article II, Republic Act (RA) 11310, or the Pantawid Pamilyang Pilipino Program Act, RA 7160, known as the Local Government Code, and the Department of Social Welfare and Development (DSWD) Memorandum Circular (MC) 22 Series of 2018, which outlines the Enhanced Family Development Session (FDS) Guidelines. 

Mayor Natividad Isabel R. Magbalon, M.D., emphasized the significance of this unprecedented move. “Our commitment to social welfare and inclusive development is not just a slogan; it is reflected in tangible actions. This initiative underscores our recognition of the vital contribution of parent Leaders to the success of the 4Ps program.” 

The monthly stipend of Php300.00 per parent leader is specifically designated for transportation and communication allowances, aiming to ease the financial challenges associated with fulfilling their crucial duties. This move is expected to enhance the effectiveness of parent leaders in disseminating information and coordinating with program beneficiaries. 

The LGU officially began the distribution of stipends in January 2023, providing substantial financial relief for the 144 parent leaders who are direct beneficiaries of this program. The news has been met with appreciation and enthusiasm among the recipients, who view it as a transformative step toward recognizing the invaluable contributions of community leaders.

LGU Milagros hopes that this groundbreaking effort will serve as a model for other local governments in the Bicol Region and across the nation, showcasing the importance of recognizing and supporting the essential work of parent leaders in the successful implementation of social assistance programs.
