The Association of DSWD Social Workers, Inc. (ADSWI) Bicol Chapter recently held its inaugural general assembly for social workers of the Department of Social Welfare and Development (DSWD) Field Office V – Bicol Region. The event took place on Wednesday, December 11, at the Legazpi City Convention Center in Legazpi City, Albay.
With the theme, “We Celebrate Us: Pagtiripon kan DSWD Bicol Social Workers,” the assembly brought together over 800 social workers to foster compassion, cooperation, and motivation, reinforcing their shared commitment to community service and the development of resilient communities.
The assembly included an orientation on the ADSWI, the social work profession, and mental health support for social workers. The event was approved by the Professional Regulation Commission (PRC) for seven (7) Continuing Professional Development (CPD) points.
During the session on “Advancing the Social Work Profession in Social Protection Programs,” Director Gemma B. Gabuya, National Program Manager of the Pantawid Pamilyang Pilipino Program (4Ps), emphasized the transformative power of social workers. She noted that the stories shared by social workers have the potential to significantly impact the lives of the poor, vulnerable, and disadvantaged members of society.
“This transformation, your stories, will indeed contribute to the successful implementation of social protection programs as key drivers of poverty reduction,” she stated.
The assembly also featured an awards ceremony to recognize outstanding social workers who have demonstrated exceptional dedication, expertise, and compassion in serving individuals, families, and communities. The awardees included:

- Lyndra A. Villareal, Social Welfare Officer III
- Antonio G. Garing, Project Development Officer II
- Nelly L. Nota, Project Development Officer II (Retired)
- Florentina Barbacena, Social Welfare Officer II
- Shirly J. Ochoa, Training Specialist II
- Eden C. Flores, Project Development Officer III
- Irah Jeanne B. Ego, Social Welfare Officer II
Founded on January 30, 2012, ADSWI was revitalized in 2022 by interim officials with the full support of Field Office Regional Director Norman S. Laurio. The organization is committed to promoting the interests of Registered Social Workers (RSW) employed under DSWD, and to contributing to the development and implementation of policies and initiatives affecting the social work profession.
Director Laurio highlighted the importance of such gatherings for social workers, stating that the event provided an opportunity for them to recharge and strengthen connections amidst the challenges of their crucial roles.
“This is a pivotal moment for social workers to connect, share experiences, and inspire one another,” Director Laurio explained. “By fostering relationships within the profession, we can enhance not only their well-being but also the collective impact of social justice and human rights advocacy.”
The main goal of ADSWI is to contribute to the development and application of policies, issues, and concerns related to the practice of social work.
