Three child caring institutions of DSWD Bicol named Center of Excellence. These are the Reception and Study Center for Children (RRCY), the Home for Women and Girls both located at DSWD Complex, Barangay Nasisi, Ligao City and the Regional Rehabilitation Center for Youth (RRCY) at Our Lady’s Village, Pangpang, Sorsogon. This was the result of the assessment of the residential care programs and services which met the standards set the delivery of quality services for the welfare of the disadvantaged women, girls, children, and youth with special needs. These centers have satisfactorily met the standards for accreditation with a perfect score as Center of Excellence. The assessment was done by the Standards Bureau of the Department of Social Welfare and Development, Central Office.

The Reception and Study Center for Children (RRCY) a home and social laboratory which provides protective custody to 0-6 years0- old children needing special protection such as those abandoned and neglected. These children are provided with their basic needs and special care on homely atmosphere. This quality care helps improve the condition of children awaiting their temporary or permanent placement.
Home for Women and Girls (HAVEN) protects and rehabilitate children victims of sexual abuse and exploitation. At the center through the social workers, house parents and other employees of the social workers, the wards are provided with protection and their basic needs. Medical and dental services are appropriate. Formal and non-formal education, as well as spiritual orientation/enrichment, delivered great impact on the rehabilitation and development of the clients.
The Youth Rehabilitation Center is a 24 hour residential care facility that provide children conflict, with the law withprotection, care, treatment and rehabilitation services under the guidance of a trained staff where children in conflict with the law on suspended sentence, or “residents” are cared for under a structured therapeutic environment, with the end view of re-integrating them into their families and communities as socially-functioning and productive individuals.
Each center is entitled for a monetary incentive of P20, 000.00 which can be used for program expenses as per Administrative Order number 15 series of 2012 known as Revised Administrative Order No 17 series 2008 (Rules and Regulations on the Registration and Licensing of Social Welfare and Development Agencies and Accreditation of Social Welfare and Development Programs and Services. # # # # #eejerusalem
