Camarines Sur – The Department of Social Welfare and Development Field Office V and officers from DSWD Central Office conducted an assessment to the municipality of San Jose, Camarines Sur last October 30, 2017 to ensure the data security of the Listahanan database.
According to Joy Belen III, Project Development Officer IV, the said assessment is consistent with Republic Act 10173 or the Data Privacy Law which aims to establish organizational, physical and technical security measures for data protection.
“The need to prioritize the poor and disadvantaged families will require a reliable beneficiary selection mechanism to ensure our limited resources go to people who needs the most, that’s why we requested data from Listahanan” said San Jose Mayor Antonio Chavez
The local chief executive further said that the requested data will be used in mapping priority areas and selection of potential beneficiaries in the implementation of their social protection programs.
Meanwhile, according to Julie Ann Arroyo, Project Development Officer III of DSWD Central Office, upon validation, the municipality have conformed to the needed requirements such as request letter, signed Memorandum of Agreement, Sangguniang Bayan Resolution, Executive Order designating a Data Protection Officer as well as its physical and technical capability in custody of the database.
She also pronounced that San Jose will be the first municipality in the country that complied with the data sharing requirements and will have an access to the Listahanan database.
The reports generation and data sharing is the last phase of the Listahanan where official list of poor households is made available through signing of memorandum of agreement.
And as stipulated in the guidelines, data to be shared shall be used for purposes of social protection activities.
Listahanan is an information management system that aims to establish a database of poor households that serve as basis in prioritizing the poor as beneficiaries of social protection programs.
