The 114 Local Government Units (LGUs) of the Bicol Region successfully completed the distribution for the Social Amelioration Program (SAP) of DSWD last May 10, 2020.
All 772,287 targeted poor families were served with the 5,000Php emergency cash subsidy given per qualified family amounting to 3,861,435,000.00.
It can be recalled that last April 8, all SAP funds were released to the LGUs for timely distribution to qualified beneficiaries.
The Department is now on its post validation phase after the release of the first tranche to ensure that there are no duplication of assistance from other government agencies given to same beneficiaries and there are no fraudulent payments.
The list of actual paid beneficiaries per LGU is being encoded and uploaded at the DSWD webpage (https://fo5.dswd.gov.ph) for transparency and as part of the validation process where the people of the community can see for themselves and scrutinize the actual list of the paid beneficiaries and raise it thru our 24/7 Grievance Hotlines.
As mandated by the President thru spokesperson Harry Roque, all LGU officials who will be proven to have committed malfeasance in the implementation of SAP shall be made accountable
DSWD has three platforms in accepting inquiries, clarifications and complaints relative to SAP implementation, namely, the 24/7 SAP Text Hotline (0951-1065172) manned by 8 teams on 3 shifts; the Facebook Page (DSWD Region 5); and the Agency Operation Center official e-mail address (aoc.fo5@dswd.gov.ph).
As of this date, 16 LGUs are with uploaded list of actual SAP beneficiaries at the DSWD website which is the same as the ones posted in their respective barangays. 79 LGUs have alfready submitted their liquidation documents for the first tranche, 71 of which are already complete and 8 have partial compliance.
While waiting for the guidelines on the second tranche of SAP and of the payment for the lefout for April, a total of 90,996 waitlisted families have been submitted to DSWD FOV for payment of SAP as soon as funds became available for these waitlisted families.
