In response to Secretary Rex Gatchalian’s call for immediate action following recent typhoons in the Bicol Region, the Department of Social Welfare and Development (DSWD) Field Office V has allocated PHP 31 million in seed capital through its Sustainable Livelihood Program (SLP) to support 103 Sustainable Livelihood Program Associations (SLPAs) across Albay and Sorsogon as they recover and rebuild.
DSWD Bicol Regional Director Norman S. Laurio spearheaded the turnover ceremony, distributing PHP 5 million to 17 SLPAs in Sorsogon’s Casiguran, Sorsogon City, and Donsol, and PHP 26 million to 86 SLPAs in the Typhoon Kristine-affected areas of Libon and Oas, Albay. This funding will enable 2,003 SLPA members to restore existing businesses or launch new enterprises, helping to revitalize local economies and establish sustainable sources of income.
“By supporting families in rebuilding their livelihoods, we are not only aiding recovery but also fostering resilience that will last well into the future,” Director Laurio said. He also urged the SLPAs to remain vigilant against the potential impact of Typhoon Pepito, which could affect the region once again.
“We are closely monitoring Typhoon Pepito, which has the potential to cause significant damage to our region. However, I am confident that our SLPAs are well-prepared, as SLP modules also include disaster preparedness training,” he added.

In addition to the financial support, DSWD’s intervention includes disaster preparedness training, led by field staff, to equip communities with the necessary skills to withstand future calamities.
Ma. Aloha Laroza, a member of the San Isidro 4Ps SLPA, shared her experience, highlighting the positive impact of the program on her group.
“Maganda ang tunguhin ng asosayon dahil talagang binigyan kami ng SLP ng puspusang pagaaral tungkol sa pamamahala ng project namin. Natutunan din namin paano palaguin at ingatan itong binigay na oportunidad samin ng gobyerno. Bahagi po dito ang pagkatuto namin paano ihanda hindi lamang ang sarili kundi pati po ang aming negosyo sa mga unos na maaaring mangyari,” Laroza said.
