The Local Empowerment and Development for Good Governance (LEADGOV) project has warmed up its implementation this October. A simple culminating activity was held last October 14, 2014 at Starview Hotel, Naga City. This was attended by the two local chief executives where the project was implemented; Mayor Nestor Villegas of Minalabac, Camarines Sur and Mayor Zacarina Lazaro of San Pascual Masbate.

As explained by DSWD Director Arnel B. Garcia, the Local Empowerment and Development for Good Governance (LEADGOV) is implemented by the Department of Social Welfare and Development (DSWD) in partnership with Agencia Española de Cooperaccion el Desarollo (AECID). The program which is another modality of the KALAHI-CIDSS is focused in providing capacity building trainings to LGU’s for improved governance and development planning.

The implementation of the LEADGOV lasted for twenty months of which the two participating LGU’s were trained on the implementation of community-driven development projects linking local development plans to improve access of poor to basic services and institutionalize their participation in planning and budgeting processes and activities and activities in their respective areas.

The two towns ; Minalabac and San Pascual were chosen not only because of their poverty incidence and vulnerability to disaster but also their participation to the Grass Roots Participatory Budgeting Program (GPBP). GPBP ensures that the preparation of the budget proposals of each agencies takes into consideration the needs of the poor citizens/municipalities identified on the local poverty action plan
