The Department of Social Welfare and Development (DSWD) Field Office V—Bicol Region, through the Kapit-Bisig Laban sa Kahirapan—Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS), completed 2,878 subprojects in 2024, with a grant allocation of PHP 2,612,795,173.93 and a local counterpart contribution of PHP 607,325,704.94, benefiting 292,854 households.
Of 2,878 subprojects, 1,157 were accomplished under the National Community-Driven Development Program – Additional Financing (NCDDP – AF) modality. Through the loan agreement granted by the World Bank, the modality aimed to alleviate the impact of COVID-19 pandemic and disasters.
On the other hand, the Department has completed 1,702 subprojects under the Philippine Multisectoral Nutrition Project (PMNP), a modality that was spearheaded together with the Department of Health (DOH) to reduce stunting in targeted municipalities by adopting a multi-sectoral nutrition approach to deliver a coordinated package of nutrition-specific and nutrition-sensitive interventions. For the Kapangyarihan at Kaunlaran sa Barangay (KKB), 19 subprojects were completed.
Most of the subprojects completed were footpath/foot trail; roads; day care centers; provision of amenities to child development centers; disaster response tools; Information, Education, Communication (IEC) activities with provision of goods and communication device; and capability building trainings.
DSWD Regional Director Norman S. Laurio praised the collaborative efforts with the communities and LGUs for the program’s success.
“The collective action of our partners has contributed to achieving an incredible milestone of the program. The 2,878 subprojects serve as symbols of empowerment that communities can lead in local development,” he said.
The KALAHI-CIDSS is one of the department’s poverty alleviation programs. Using the Community-Driven Development (CDD) approach, it allows communities to plan, implement, and sustain interventions that address community-identified needs, fostering inclusive and sustainable development.
